Well, if you fly very often that's bound to happen but those situations aren't the norm. I'm a contingency planner, so I always have something like a magazine as well. I probably react strongly to these complaints because I work for very spoiled, privileged executive types who will complain when they have to set aside their PDA for even a few minutes. Rules are for other people, not them, and they'll break them if they think they can get away with it. They also use their devices in really unacceptable ways (e.g., conf calls while on public transportation which should be a no-no because you shouldn't risk being overheard). I don't even want to know how many times I've probably been called from a restroom or other such place. I'm a little tired of this culture of instant gratification technology has created. Anyhow... speaking personally, I can't read productively during take-off or landing. The plane makes too much noise, people are invariably yammering, squirming or otherwise restless to the point of making the environment too distracting. I do read once things have settled down and we're in the air.
