I think I finally found the button that was preventing everyone from using Avatars. Give it a try now.

Go under User CP found at the top of this page. It will bring you to another page and on the left hand side you will see "Edit Avatar" You will be able to upload an avatar. Click on the botton "Use Custom Avatar" and then you will be able to upload a picture from you computer or on a photo site
