The Blood Upon the Rose by Tim Vicary is free today. Apparently first published in 1993.

The Kommandant's Mistressby Alexandria Constantinova Szeman

Both free today. I'm not sure what to make of Kommandant's Mistress. I do see it was published in the 90s, and there are more reviews to be found on the Amazon page for that edition.
