Saga, set mostly during Paris Peace Conference

I read this a long time ago and am aggravated that my usually sharp memory has failed me in my search for this book. What I do remember is that it was a thick saga published in the 70s or 80s, there was a terrible relationship between a woman (I think she was a secretary) and this overbearing Englishman, and most of the action took place in 1919. If this sounds familiar to anyone, please help! ;)
