I think it would be quite hard to portray Vortigern as a good king, considering his unfortunate dealings with the Saxons.

I think In Harm's Way by Colin Greenland would count as steampunk. An orphan girl brought up in the slums around the spacedock goes in search of her real identity, with a special caste of starship pilots - and I'm sure I remember a wooden space ship!
